On October 2025, the Maryland State Board of Elections held its monthly meeting, which included a revealing 25-minute discussion beginning at approximately 1:22:00 in the livestream available here. For those concerned with election integrity, this segment is essential viewing.

 

During the exchange, Director DeMarinis made several troubling statements that highlight a dismissive approach to the very real problem of voter disenfranchisement through fraudulent voting. Most notably, DeMarinis appears to claim dilution of votes does not disenfranchise a voter.

 

This assertion is profoundly concerning. Vote dilution—wherein illegal ballots cancel out or diminish the weight of lawful ones—is a direct form of disenfranchisement. To suggest otherwise ignores both constitutional principles and common sense.

 

Equally troubling was DeMarinis’s response when pressed for “proof.” Despite years of documented submissions from SecuretheVoteMD, a Maryland Election Integrity watchdog group, he stated that the State Board of Elections (SBE) “works closely with the Office of the Special Prosecutor (OSP)” and that the lack of referrals for 2024 indicates that the system is working properly.

 

Yet, as our latest report confirms, that is far from the truth.

Precept: The following findings are the result of rigorous analysis and verification. The numbers presented reflect the most conservative estimates, and the true figures are likely higher. The central issue is not simply the number of illegal registrations or fraudulent votes, but the systemic failure that allows them to occur at all.

 

Key Findings:

 

Fraudulent Votes from Deceased Registrations
Our data team confirmed 10 unique deceased records cast a total of 29 ballots across multiple elections.

 

  • Fraudulent Votes from Duplicate Registrations
    Our team identified 24 unique duplicate records that voted 42 times in several elections.
  • Failure of SBE/OSP to Act on Illegal Registrations
    Despite repeated submissions, removals have been minimal:
    • Only 4 out of 38 fraudulent registrations flagged in our July 2025 report were removed by the OSP.
    • Out of 1,036 deceased records we reported in July, just 7 were removed.
    • Out of 773 duplicate registrations reported, only 160 were removed.

 

The Core Issue

 

The data speaks for itself: illegal registrations and fraudulent votes exist within Maryland’s election system, and the responsible authorities have been slow—or unwilling—to act decisively. For DeMarinis to suggest that vote dilution is not disenfranchisement, and to dismiss the lack of referrals as proof of system integrity, is a disservice to Maryland voters.

 

Our democratic system is built on the principle that every legal vote counts—and only legal votes count. Any compromise in that principle undermines public trust and disenfranchises citizens who participate lawfully.
