JANUARY 7, 2026 – PRESENTATION BEFORE THE WORCESTER COUNTY BOARD OF ELECTIONS JANUARY 7, 2026
Thank you for your service to the community. We appreciate the work that you do. As I have indicated before, we are here to help you maintain accurate voter rolls.
Over 15 months ago, I came before you and turned in 27 reported deceased individuals who were on our county voter rolls. Attached to the cover letter were obituaries for the most part, and other supporting data.
By the spring of 2025, the list was reduced to 23 names.
However, as of December 18th, 2025, there are still 21 names on the original list. That is over 77%.
I have personally turned in one of the names for five straight years.
Maryland election law, § 3-504 (c)(1)(i) states, in part, “…whenever a local board becomes aware of an obituary or any other reliable report of the death of a registered voter, the election director shall mail a notice to the registered voter, as prescribed by the state board, to verify whether the voter is in fact deceased.”
What if the voter lived alone. You may never get a response. Investigation on your part may be required, but for some reason the state board of elections does not provide that option. Remember, it is your duty to maintain an accurate list.
Of these 21 names, 15 have an active status. That is over 71%, yet it appears that none of the 15 have voted in the past two general elections, which raises the question, when are they ever removed?
Those of us in the voter integrity movement, particularly SecuretheVoteMD,com, would like to know if you rely on any other programs other than ERIC to do list maintenance?
Since august of 2024, when registration closed for the 2024 general elections, our statewide reported deceased list sent to the state has dropped from 1400 names to 929. That’s progress, but it is not enough.
In closing, do we have to exhume these bodies and deliver them to your headquarters on west street in Annapolis to have these people removed?
Thank you for your time and courtesy.
VINCENT dePAUL GISRIEL, JR.

The same with Frederick County Maryland. We have presented definitive proof of deceased and duplicate voters time and time again that are still on the rolls. The more voters the more money they receive and an additional drop box was just approved. The board just hired two new employees and are asking for $8500 more for their lawyer to defend violations that we have presented.
